Paul Pedersen

Paul Pedersen is a co-founder and co-owner of Arizona Ambulance Transport and currently serves as Managing Partner. He holds a BA from the University of Arizona and an MA from St. Mary’s College of California. He served in the U.S. Army Reserve for 28 years and retired as a lieutenant colonel. He served for over 20 years with the Pima County Sheriff’s Department in Tucson, retiring as a lieutenant, and has been an instructor at the Arizona Law Enforcement Officers Academy and the FEMA Emergency Management Institute. Subsequent to retirement from Pima County, he worked in the private sector managing in installation and implementation of large public safety wireless communications systems. Mr. Pedersen has served as Director of the Clackamas County Communications Department in Oregon City, Oregon and later as Director of the Washington County Consolidated Communications Agency in Beaverton, Oregon. In both these positions he led large 9-1-1 centers. Mr. Pedersen served on the board of directors of the Tucson, Minneapolis and Portland chapters of the American Red Cross. He also serves on the board of directors of the American Ambulance Association and is a member of the International Association of Chiefs of Police and the Association of Public Safety Communications Officials.


Edward Van Horne

Edward Van Horne is a co-founder and co-owner of Arizona Ambulance Transport and currently serves as managing partner. He has a BA of science in Health Systems Administration from the Rochester Institute of Technology and received his MBA from the University of Phoenix. He has been a Nationally Registered Paramedic in Arizona and New York, receiving his original EMT certification in 1988. While working for Rural/Metro, he was a public information officer, shift supervisor, operations manager and Medical Chief for Pima County operations. Prior to working for Rural/Metro, his management experience included Chief of Operations for the Rochester Institute of Technology Ambulance, General Manager of the Henrietta Volunteer Ambulance and Lieutenant for the Harrison Volunteer Ambulance. Mr. Van Horne has held multiple management positions with American Medical Response, Inc. (AMR), including General Manager of Marketing, Vice President of Business Development and Director of Operations in San Bernardino County, CA. Mr. Van Horne has also served as President of AMR, and now currently served as AMR’s Chief Executive Officer. His innovative approach to EMS system design and his focus on clinical and operational excellence and employee empowerment have led to significant advances in numerous markets.
