Edward Van Horne, Managing Partner Mr. Van Horne has a bachelor of science in Health Systems Administration from the Rochester Institute of Technology and his MBA from the University of Phoenix. He has been a Nationally Registered Paramedic in Arizona and New York, receiving his original EMT certification in 1988. While working for Rural/Metro, Mr. Van Horne was a public information officer, shift supervisor, operations manager and Medical Chief for Pima County operations. Prior to working for Rural/Metro, his management experience included Chief of Operations of the Rochester Institute of Technology Ambulance, General Manager of the Henrietta Volunteer Ambulance and Lieutenant for the Harrison Volunteer Ambulance. After working for Rural/Metro he began consulting for American Medical Response within their southwest operations. Arizona Ambulance Transport was founded soon after his consulting for AMR.

Paul Pedersen Mr. Pedersen is a graduate of the University of Arizona and holds a masters degree from St. Mary's College of California. Pedersen is a 20 year veteran of the Pima County Sheriff's Department in Tucson, retiring as a lieutenant. He retired as a lieutenant colonel from the U.S. Army Reserve. Pedersen has worked in the private sector managing the installation of public safety radio communications systems. He was the director of Clackamas County Oregon Communications Department and was general manager of Southern Arizona for the Rural/Metro Corporation. He has held board positions with the Red Cross in Tucson, Minneapolis and Portland, Oregon. He has also served as an instructor for numerous law enforcement training courses as well as the Federal Emergency Management Agency.
